Like Venice.

Oddly, the Ukraine courts said that Crimea hadn't done this and had no legal basis. To which the VR offered to provide the necessary legal cover for Crimea to hold a referendum. Then, once all the media sources were up and running again, freedom of assembly was reinstituted, the foreign troops were out of the streets, and time was given for both sides on the issue to freely campaign in settled circumstances there'd be a vote.

Obviously a diversionary tactic. No "true scotsman" of a liberal would want a diverse media, freedom of assembly and protest, foreign troops out of polling places, time to discuss the issues during a campaign in which all voices could be heard.

I can only conclude that the Scottish elections are going to be fundamentally flawed because of the execrable circumstances under which they'll be held, the "fair and free" circumstances that all right-thinking people find odious.
