I can't see any other government involved having their shit together enough.

But of course that's just a crazy thought of mine, I won't be arguing it strenuously, just waiting to see how things pan out.

(and this is all if the fire theory is wrong ... that one sounds plausible although frustrating if things happened EXACTLY just so that we will never figure it out.)
