Kill the TPP. No ifs, ands or buts. It's dead.
Revise, renegotiate or just dump NAFTA, CAFTA, etc. Virtually all our trade agreements in the last 40 years are based on making it easier for what are essentially American corporations to take advantage of cheap labor and materials from overseas and resell those products in the US. That is at the heart of the hollowing out of the US industrial base. If members of the WTO don't like it, they can pound sand. You want access to the US market? (who the hell doesn't?) Then you play by our rules. Period. End of story. The Chinese don't seem to have a problem executing this policy to their advantage. We shouldn't either.
Develop a national industrial policy and damn it, stick to it. Every other industrialized nation does this with the goal of benefiting their home country first and foremost, NOT simply to make corporate shareholders rich.
Incentivize industrial investment in the US and the US only. Penalties for off shoring and that includes US territories such as the Marianas.
