Pretty much for the same reason the BBC and NHK ignore the neo-Nazis in the U.S.n when they report about U.S. politics-- loud, but small in number, ineffectual, and marginalized to the point of being an embarrassment to the country and the body politic... at best, a footnote to a story, but more often than not, irrelevant to the story.

Though I imagine there are (and will be) idiots who maintain that the "neo-Nazis" are indicative of the Ukrainian government as a whole, the U.S. government as a whole... or even both.
