The main character's brother works for whatever the equivalent of NORAD was in 1959. He thinks the Soviets are looking for a reason to attack before the US overcomes them in numbers of missles. (I think this is basically the missile gap argument in reverse).
The Soviets meanwhile are menacing an aircraft carrier. A US pilot fires a missile at a MIG, misses, and blows up a harbor in Syria - which, I guess, gives them the excuse they need.
Then everything blows up.
