Maybe half a glass of water is better than none. Ask a thirsty man. Will either turn them away because both should have been whole and full?
Pragmatism at least gets a foot in the door. Sometimes you just can't get all you want but something is better than nothing and "something" can be expanded to "everything" once the politics make it possible.
Personally, considering the Republican behavior in Congress over the past 6 years I'm surprised that Obama was able to accomplish so much! Therein lies his greatness and the legacy he'll leave.
