Very few Wall Street Bankers have gone to jail. Their companies have not been hauled into court and forcibly disbanded.

Enforcing the law has become optional.

Prosecuting gerrymandering would instantly get called "political retribution" and start a political backlash against it. Personally, I would like to see the whole process computerized. Make the rule that political districts in a state must have equal populations inside the smallest borders possible, and let computers calculate how to draw them up. We might come up with hexagonal districts in some areas.
