And yet, to the voting public, the shutdown is now a distant memory

at best, and Republicans are beating Dems in generic polling in many places, and are on track atm to actually take the Senate.

That complete lack of memory is the most infuriating thing about American politics. Republicans can do anything idiotic or dastardly as a whole, and get away with it electorally, as long as they make sure they do it more than 8 months or so before an election.
