that the solar panel would mostly be for marketing...
You also need to account for the additional weight of the charge controller, panel and wiring...

I used to have a 125 cc Buddy Scooter. About 4 1/2 ft. long and 4 ft high, weighed about 225 lbs.

Yes, but most states make it pretty easy to add motorcycle to a 'normal' license.
