Putin could state tomorrow that under no circumstances would Russian troops enter Ukraine, and under no circumstance would Russia annex any portion of Ukraine as presently constituted.

There would be the no looming 'civil war', though there might well be some opposition to the Kiev authorities in the east of the country.
