What Stalin did in Ukraine he did in many places. It wasn't targetted to the Ukraine; but the Ukraine was large, close, had actively defied the USSR, and suffered probably disproportionately.

"Designed" seems unnecessary and makes it sound like he had special ire for the Ukrainians.
