It certainly doesn't benefit the taxpayers whose grass he steals to feed his cattle. It doesn't benefit all the other ranchers who follow the rules and pay for the food their cattle eat. But he gets to feed his cows for free and thus make more profit on them, by passing his business costs onto the taxpayer. Just like a bank robber makes "beneficial use" of the money he steals. "Hey, don't worry, folks," he'll say. "It's all federally insured. So no one loses anything."
