1. Some states already have the PEC state insurance, like IL. You have to be without insurance

however for 6 months before you can qualify for it.

AND it's expensive as well....

Edited to add that the IL program preceded the ACA and will continue even if the health care reform programs are struck down by SCOTUS. In fact, from what I can tell, a lot of the different parts of the ACA were taken from various successful state programs.
