Since more crude will make the journey by rail car if the pipeline capacity isn't expanded, I wonder which way the railroads are lobbying j/k. I've seen conflicting reports over which method, rail or pipeline, has the larger carbon footprint so not sure on that.
I didn't know until recently that there are already existing pipelines that cover the same journey from end-to-end, they cover a longer distance though. Also that a large part of Keystone has already been built and is in use, the section under debate is the Northern leg that crosses the border.
