If they did that here (San Jose), I'd be screwn, 'cause my ID is still out of state. (They not only make you waste the better part of a day at DMV to get a CA ID, but they take away your previous one and give you a worthless temporary ID until the real one arrives in about a month, rendering you unable to fly.)

Also, in CA, vote by mail should be a good option for the ID-less.
