It's a form of bullying/trolling.

A troll doesn't want to persuade with logic, or debate with facts, they just want to annoy you.

(And I say this with particular reference to Palin, Bachmann et al).

Fox News fans are also indoctrinated with the "perception is reality" canard, so even if something isn't true they think it can be treated as true if they repeat it enough and everyone starts to believe it. So they repeat stuff they want to believe.
