President Clinton because Bill didn't "man up" and take responsibility for the second Trade Center bombings like all the rethugliCONs claimed or maybe he was working on revamping that hilarious and classic "No WMDs over here" routine and just lost track of time? Or maybe he was just a scared little "w", like he's always been?
