As I posted elsewhere, old police targets had a guy squinting over a revolver. The center of that target is square in the chest.
Why would a target be used with the bulls eye somewhere other than the center?!?
In years past, cops were taught to fire from the hip, but they were aiming at the same place.


Notice the date on that one- 1955, and look where they're aiming at.
