5. How would it be 'no cost'?

It sounds like a cool idea to me, but someone's going to foot the bill for the installation. I looked at the Volt, but at $39,000 plus tax it was waaay out of my price range. Did Levin buy his, or was it a gift from GM? Even on a Congressional salary of $165k that cost is a significant one.
