Just read the archives at DU:

It's not some minor attack - it was something they ridiculed him with over the years.

The joke of the cartoon is pretty clear:

1. The Chinese hacking
2. Obama, who has a tendency, in the media's eyes, to rely on the teleprompter, obtusely reads from it even though it's in a language he doesn't know. The suggestion, of course, is that he'll read whatever is put in front of him.

Ever see the movie Anchorman? There is an entire plot point exactly like this - someone hacks the teleprompter and the main character, Ron Burgendy, who is known to over-use the teleprompter, reads it carelessly without even realizing he just told the entire city to go fuck themselves.
