Now some enterprising billionaire (like the asshole who poisoned the water) is going to get the bright idea to buy up a bunch of cisterns. Any family with the means will put in a cistern, filter, and treatment system so they can drink rainwater--if they're not downwind of Union Carbide or one of the paper mills.

What should happen is that every single person in the management structure who held their jobs while that leak was ongoing (for years, now that we know more about it) should be stripped of everything but their Social Security to pay to clean up that mess. That includes the board of directors.
