If the banks weren't bailed out, the transactions wouldn't have happened. It's just talking crap. That money did not magically disappear. We're talking a huge chunk of global GDP. It's just asinine. "$16 trillion in total financial assistance " is the GAO's number, it basically says "if we didn't bail out the banks we'd have lost that transaction."
Please, think rationally. Trillions lost would have made a huge hit to global economic activity. It's absurd.
