by allowing what passed in Pennsylvania's Act 13 to be followed... that zoning WAS to be dictated. The Municipal Planning Code of 1968 was well written and was my bible on this. But the MPC was virtually non-compliable with Act 13, which challenges under the law how one industry can violate zoning rules with dictating land use. Zoning is based on the Police Powers Act that we were duty bound to abide by. If I as a local councilwoman were to comply with the chapter on zoning, I could never comply with Act 13 of PA.
I happen to know that you could count on ONE HAND with fingers left over the number of PA legislators who had actually read it prior to passing it under the heavily lobbied gas hole culture coming out of Harrisburg.
