6. How is telling the owners their dogs ran away and are now strays better?

I guess the stray story redirected the owners' energy for a while, but I would have been just as angry at the boarding home owners.

I ran a horse boarding facility for years - if horses got loose, I was just as liable for what happened to them as I was while they were on my property. In addition, if there was an accident caused by a loose horse, I would have been liable for that accident. I was responsible for keeping my facility secure and safe for the animals in my charge - wires had to be kept out of the reach of the horses, for instance.

I can't imagine leaving an electric wire in reach of a bunch of unsupervised dogs - it could have caused a house fire rather than 'just' the deaths of the seventeen dogs.
