And there were virtually NO elderly people there. The overwhelming majority were young, able-bodied persons, most of them immigrants. I suppose the elderly people do show up at the office, but I'm not certain for what reason an appearance in person would be mandatory. In my case, I had previously lost my card and had to appear (with birth certificate) to get a replacement.
