Desperate to pass TPP, Obama's Administration wants to change the way trade in manufactured goods [View all]

is calculated. The new trick is to classify products made by US companies in China (and other countries) as "factoryless goods". Then when they are exported back to the US, they are not counted as foreign manufactured imports. If they are shipped from China to Europe, they are considered manufactured exports from the US to Europe. This will magically change our massive trade deficit, and make it easier to sell more job killing trade legislation such as TPP and TAFTA.
