I abhor it, and I have reported it to the police, and my father told me to keep my mouth shut. I really don't know what to do at this point, but I have cats that I care for, and if one of them was used as bait, I would be incinerated with anger.

What in the hell do you do about people turning a blind eye to such a thing? I have gone through the normal channels, and there isn't anyone around me that can't point and determine the direction it is occurring in. Why in THE HELL do our police fail us?
