4. Wait, what? "Negotiations"?

If the DOJ suspects or has evidence of someone breaking or violating laws, why the hell would they be negotiating with him? If something is in their power to monitor or investigate then do it. Why do they need his permission? Why are they delicately dancing around this clown?
