101. Assuming "she" is HRC...

... I doubt "she" would start bombing a country just to prove "she"'s tough. However, I don't trust her judgement... "she" seems more inclined to make a knee-jerk reaction based on political expediency than a measured thoughtful response to a delicate situation.
