The true beneficiaries are big Agri with Government guarantees of steady yearly income, but we bash the poor for using it.
A lot of nutritional programs in this country were instituted to make American Males more healthy for the draft and military service, but we bash the poor for using the program.

WIC is a targeted nutritional program with eligibility to those up to 185% of the poverty line.
