Depending on how old you are, back in the late 70's through the 80's at least California had more strict emissions standards than the rest of the country. Vehicles were sold with or without "California emissions". California has been regulating this much more vigorously than any other state for decades.

I'm aware of EGR deletes and reprogramming injector timing but you can do it with any diesel
