43. cops can stop for expired registration

if the registration can't be renewed because they have fault codes related to the emissions system and/or check engine lights, then they will be at risk.

also the presence of improper emissions equipment or a setup that affects the way the mandated emissions equipment operates can be the basis to fail a vehicle at emissions inspection.
