Sure they can, they just have to hire Americans. Back when I was still operating under the delusion that I could continue a career in the field, I called a developer that I taught and given a reference to before, if he could point me to someone in his new company (Infosys) because I was looking for a job.

He laughed, hung up and I never heard from him again.
