(4,907 posts)33. There's a small street that dead ends on the east site of the lot...
called 'Freedom Place South'. My guess is that's what they're referring to. (I had the same reaction as you did re: alleys). I imagine that the lower rent units are slated to be on that side of the future building, which does not have the river view.
