This is a Kurdish news agency in Erbil; the Kurdish leadership and Maliki are seriously on the outs at present. While I can think of some Shia militias which might want the U.S. embassy gone (al'Sadr's people come to mind, for instance), I find it hard to think any organ can honestly claim to speak for all Shia militia. I also find it doubtful such a demand would actually be made by any wide section of Shia in arms without some word on the subject from Ay. al'Sistani.
