We elect representatives to use their best judgment because the vast majority of us have day jobs outside of public policy and don't have the time to developed an informed opinion on most of the issues.
Unfortunately our elected representatives don't really have time either, because they have day jobs fundraising to keep themselves in office, but that's another story.
