They are crimes. It is just as illegal to recruit for terrorism as it is to be a terrorist, just as illegal to offer a bribe, attempt to purchase stolen goods, attempt to purchase illegal items, as it is to accept a bribe, sell stolen goods, sell illegal items.

There's enough crime without the cops committing more.
