PPACA passed the Senate on December 24, 2009, by a vote of 60–39 with all Democrats and two Independents voting for, and all Republicans voting against.

So, we needed 60 yes votes for important things.

And as far as I can remember just about 'everything' the dems have wanted to do the republicans have objected to and the dems in the Senate have needed 60 votes for 'cloture' before a final vote on a bill can be taken.
If I remember correctly the GOPers started their obstruction in 2009 not long after Obama was sworn in.

And after Scott Brown took over Kennedy's seat (and we had only 57 dems and 2 independents) we had a hell of a time getting 60 votes for cloture on just about everything because we didn't have 60 folks on our side.

So, having a regular 'majority' after February 2010 didn't mean squat
