The gerrymandering is an issue, but so too is the demographic trend of Democratic voters living in tighter clusters -- cities, mostly -- than GOP voters. As a result, Dems tend to win blue congressional districts by a much higher margin that the GOP wins red districts. That's in part gerrymandering, but it's also in part self-selecting (and I'll admit I cannot envision ever living in a red district or even a red state, so I guess I'm part of the problem).

Yep, in an organized fashion. Too willy nilly and safe districts become dicey and no impact is made
