16. They generally don't hurry to arrest people if they don't have to.

They'll quickly arrest someone if the police/prosecutors don't think they'll be able to find the defendant again. They'll also quickly arrest if they think the defendant is going to harm anyone else. But otherwise, they take their time with arrests.

Why? Because it starts the clock running on that "speedy trial" thing. So if the two conditions above are not met, finish the investigation first and then arrest and trial.
