It is not. In a real war, the objective is to defeat the enemy as rapidly as possible. The IDF prefers to slowly terrorize Palestine in the hopes that they will leave. If they just went in with their full army they could control the whole place in a matter of days. But then they would have to figure out what to do next, as just staying there would leave them exposed to constant attack, just like the US experienced in Iraq and Afghanistan and Vietnam. So they slowly destroy Gaza, and slowly take over more and more land.
