my parents worked in factories. In those days though you could live in a rural area pretty inexpensively and at least the jobs had some benefits. These days it seems a lot scarier out there than it was in the 60s or 70s. People get to be over 40 and they find an excuse to discard you. It's horrible.

No. SSA takes the attorney fees out of a recipient's benefit. There's a cap, but that's how it works

I think the person meant that the attorney wasn't being paid out of his right now limited funds

It's 25% of Back Benefits and it's a capped at $6000.00 if there is only one hearing.
