Those who do not have insurance and is either unable to pay it refuses to pay I am "mandated to contribute to cover their cost. If everyone was responsible for their healthcare there would nit be a need to mandate. One of the reasons most states went to auto requirements was the lack of financial responsibility. We could have it where there does not have to be mandate on health insurance by providing proof of financial responsibility. The truth is when we have a health crisis the cost is more than one can afford.
