Watson was clearly going to shake Payne's hand because he thought Payne was offering the hand.

Payne was simply gesturing toward Charl Schwartzel and pulled his hand away.

Watson saw Payne's hand and tried to shake it before Payne pulled his hand away so Watson moved on to Schwartzel. Payne didn't re-offer his hand until he saw that Watson clearly intended to shake it. By then Watson had moved on to Schwartzel.

Seconds later Watson did shake Payne's hand.
