When things are congested, everybody's slow. When things are congested, you still get crackpot drivers.
It's when things are moving at normal or near normal speeds that the crackpot drivers are really crazy as they have to swerve from right to middle to left lanes to avoid slower drivers. So you move everybody right. The crackpot drivers can go straight for longer distances in the fast lanes.
Right by where Sargeant Mike has his speed trap set up.
(This was the way it used to be, at least, in NJ when I lived there. You *would* get ticketed for violating the keep-right rule. And if you wanted to speed, which is what I sometimes wanted to do as a 19-year-old with a 180 mile weekend commute, I could. Never ran into Sgt. Mike. I always made sure there was somebody faster than me.)
