18. Rubber Bullets is a deliberate misnomer

In actuality, a 'Rubber Bullet' consists of a Steel ball with a rubber coating. The rubber is used so that the ball will bounce off of the pavement and strike the protester on the legs. They were never meant to be used as a direct fire weapon.
