Intentional urban planning comes to mind. Years ago, I lived on the same block Malice Green was killed on. The north end of the street was a dead end, basically compromised by I-94. If one was getting followed, there was nowhere to go. In FACT, one night I'd just gotten off the bus from a late organic chem class and was slow-rolled by some cops thinking i was looking to buy some crack. I said, "Officer... I just got out of class."
one yelled at me "College kids smoke crack too!!"
his partner said, "Man you trying too hard."
i was about pissing myself, 2 houses from home.
sheesh. What a bad memory.
