The body's own chemists plays hell with accurate shooting in a fight-or-flight reaction.
Rather than ask for unrealistic shooting skills I'd rather have them simply rely less on shooting at all, and even less still on shooting lethal weapons.

A knife is a lethal weapon and the only option when a knife is involved is lethal force.
