Gun doesn't leave the holster unless you are in immediate fear of your life or the life of others. That fact is drilled into cadets the moment they phase into weapons training. There is no "shoot to wound training" in any police academy.
By the way, how many innocent people would you say are behind the knife weilding man in NYC?
