7. I have a cousin who started smoking (weed), drinking, and driving

when she was nine. But, she wouldn't ever drink and drive that would be wrong. I don't think 13 is too young to drive in a lot of places. I wouldn't want kids driving in busy urban areas, but out in the sticks about the worst that can happen is you hit a mail box or end up in a ditch shaken but not worse for wear.

I don't know if the parents can do anything or not. If they can't perhaps they can surrender her to the police or whoever can do something. It's probably harsh, but she is 13 and driving drunk. I only care about the second half of the equation because that is the real safety issue.
